In 1932, the city library and library were ceremoniously opened, which was located in the Municipal building until 1982. The library was founded by enthusiasts of various professions: Dr. Vojislav Kecmanović, doctor, Dr. Joakim Perendija, veterinarian, Nikola Mačkić, professor and Mihajlo Bogdanović, student. Before the founding of the library, in 1919, the Society for Public Education and Preservation of Public Health was founded, whose work was soon focused on the establishment of a book network in the Bijeljina district. The rules of the Society were drafted, and then the collection of books began. One part of the books was bought by the Society from its own funds, and the other part was received as a gift.
The cultural and educational work of the newly established Library was very branched. He reflected in marking important anniversaries, organizing cultural evenings, showing educational films, holding illiterate lectures, as well as other types of activities. Since 1952, the library has been renamed the City Public Library "Filip Visnjic".
The new Library building is one of the few purpose-built for the library. It was built in 1982.
On November 26, 2007, the National Library "Filip Višnjić" celebrated its 75th anniversary. 2 university libraries.
